Hydrogen is a non-metal and has 1 valence electron. To attain a stable duplet electronic configuration, each hydrogen atom needs one more electron. As both the combining atoms are one electron short, none of them can donate an electron. Hence, they share one pair of electrons and attain a stable duplet configuration.
