When natural harbours have all the facilities of ports they serve as ports. Mumbai is a harbour as it is surrounded by land on most sides but has an entrance point to the Arabian sea. It is also a port as it has facilities for loading and unloading of cargo ships as well as buildings and warehouses for storing goods and well built transport system.
