How is 'heat balance' achieved?

Heat balance is achieved when the incoming solar radiation (insolation) is equal to the outgoing terrestrial radiation from the Earth. Although the atmosphere absorbs 14 units of incoming solar radiation and 34 units of the Earth's terrestrial radiation, the overall balance between incoming and outgoing radiation maintains the Earth's average temperature.
