Answer
In matters of legislation, the Union Legislature is superior to the State Legislature in following ways:
Wider Jurisdiction: The Union Legislature can make laws on subjects in the Union List, which includes matters of national importance like defense, foreign affairs, and atomic energy. In some cases, it can also legislate on items in the State List (e.g., during a national emergency).
Precedence over State Laws: If there is a conflict between a Central law and a State law on a subject in the Concurrent List, the Central law prevails over the State law, unless the State law has received the President’s assent.
