Why is it said that modern democracies are representative?

Modern democracies cover such vast area that all their citizens, who run into millions, cannot possibly take part in the government. They can do so through their representatives who form a comparatively small number. In order to choose such representatives elections are a must. That is why, it said that modern democracies are representative democracies.
