Fluorine
Reason — Reactivity of halogens decreases as we move downwards, hence fluorine is the most reactive non-metal. Reactivity of fluorine is more than oxygen as it has a stronger tendency to take electrons and complete its octet.
Iodine is less reactive because it is larger in size and has weaker attraction for electrons. Chlorine is very reactive, but still less than fluorine.
