When can the Vice-President give a Casting Vote and what is the effect of such a vote?

Answer
The Vice-President (as Chairman of the Rajya Sabha) shall not vote in the first instance. He is entitled to vote only when there is a tie, i.e., in case of an equality of votes for and against a proposal. Such vote is called Casting Vote. This Vote decides whether or not the Bill or the Resolution will be passed.
