The octet and duplet arrangements represent stability because they are found in noble gases, which are chemically inert and do not normally gain, lose or share electrons.
Helium has a duplet arrangement, while other noble gases like neon and argon have an octet arrangement. Since other atoms react by gaining, losing or sharing electrons to attain the nearest noble gas configuration, octet and duplet arrangements are considered stable.
